CAMARILLA ADDENDUM: UNIVERSAL

This addendum provides the rules for the Camarilla’s live-action chronicle and provides a level playing-field throughout the organization. Storytellers are not permitted to change or ignore approval requirements or take more than reasonable leeway to bend the rules to develop stories. Rules from this supplement and sanctioned White Wolf books must be particularly strictly observed when character death is a likely possibility.

US Addendum Clarification: Some scenes may be scripted for cinematic purposes, with the concurrence of those involved, under the WW rule of negotiated results.

III. GENERAL APPROVAL LIMITATIONS 

A.      Low Approval

No changes in the US Addendum.

B.      Mid Approval

No changes in the US Addendum.

C.      High Approval

No changes in the US Addendum.

D.      Top Approval

1.       IRC Based Venue Style Sheets are Top Approval.  One time IRC events are not changed in approval level.  This is not grandfathered.

E.      Character:  Permanent Venue Change – attaching a PC to a VSS of a different supernatural genre (e.g. a vampire PC attached to a Forsaken VSS).  This is Top Approval.  See the Cross-Venue Interaction Appendix for details and restrictions.  Promethean: the Created characters are not sanctioned for transfer to other venues, unless they have reached Mortality.

F.      Global Approval

No changes in the US Addendum.

G.     Supernatural Benefits inherent to a Character type of Class

No changes in the US Addendum.

Altered Levels of Approval

IV. EXPERIENCE POINTS 

A.      Primary vs Secondary characters

No changes in the US Addendum.

B.      Membership Class Experience Points

1.       50% Rule:  No more than 50% of a Member’s experience points on a new PC (MC and Longevity XP) may be spent to increase the PC’s Power Stat.  This rule does not apply to MC 1 PCs.

C.     Experience Point Earning

1.       Venue Storytellers (or acting VSTs) may claim up to one full game’s worth of XP (as determined by their VSS) per month on one primary character assigned to their VSS, subject to approval by their supervising storyteller.

2.       Wisdom of the Stage has been replaced by the Character Creation Document found in the CRD.  By completing this document, a player’s VST may award up to 8 XP to the PC for whom it was completed.  These experience points are treated the same as Member Class granted Experience Points, with all the same limitations.  If a PC has already benefited from Wisdom of the Stage, the max XP awarded by completing this is limited to 5.

D.      Over-Cap Experience Points

1.       Over-cap awards from Cross-Venue play require High Approval.

E.      Character Death/Retirement

No changes in the US Addendum.

F.      Pre-existing Characters at Reset

No changes in the US Addendum.

 

V. PLAYER CHARACTERS 

A.      Character Sanctioning and Records

No changes in the US Addendum.

B.      Retirement

1.       Dead characters may not be resurrected, nor can they be brought back into play as PC ghosts.  Characters whose deaths are reversed due to the rewrite of a scene are not considered to have ever been dead and are therefore not considered to be a resurrection.  Appellate storytellers may rule that the reintroduction of a PC is detrimental to the health of the chronicle and opt not to bring the PC back to life.

2.       With a High Approval, a character who was previously retired and their Legacy used to build another character may be brought out of retirement. However, the character that their Legacy went towards may not be in play and Legacy from that character may not be used to make another character. The original character is built as per a starting character with no Legacy and may not later be retired again for Legacy.

C.      Character History

D.      Character Knowledge

VI. STORYTELLER CHARACTERS (ANTAGONISTS) 

A.      General NPC Information

1.       NPCs may not be utilized either as the target of powers that would give PCs long term or permanent benefit(s) nor as the source of such powers.  This limitation may be waived on an individual, case-by-case basis with High Approval.  For example, the Oath of Blood Loyalty may not give disciplines to NPCs nor used for a PC to receive them from NPCs.  It is not the intent of this section to prevent characters from using Possession, powers that enhance feeding, or such powers as Stalwart Servant, which are explicitly designed to apply to retainers.  Pledges in the Lost venue are an exception to this rule.  Storytellers must remain vigilant to ensure Pledges confer a risk/burden as well as a reward, even when made with NPCs.

B.      Spirits and Ghosts

1. Ghosts are built as per the Ghost Guide (http://wiki.white-wolf.com/camwiki/index.php?title=Ghost_guide), until replaced by the Global Guide.

 

VII. SYSTEMS

A. Any weapon which deals Aggravated Damage to a creature because of its weaknesses to the element (fire for vampires, silver for werewolves, etc) is High Approval when used upon a PC, approval needing to be gotten beforehand with the reasons specified.

         1. On-the-fly uses of improvised weapons revert to the rule of storyteller discretion and should not be allowed to be used as planned weapons. Shoving someone's face into a candle during frenzy is allowable at Low Approval, a hairspray flamethrower is not.

 

VIII. MERITS

            No changes in the US Addendum.

 

IX. ADDITIONAL BOOKS

A. Second Sight (WW55100)

1.       Any template or merit from this book is Top Approval for PCs and High Approval for NPCs.

B. Armories (WW55102)

1.       Weapons made from Obsidian increase the equipment bonus of a weapon by +2, which is still capped at +4. In addition, if a 1 is drawn on an attack with an Obsidian weapon against anything other then unarmored flesh, the weapon breaks and becomes useless.

C. Book of Spirits (WW55202)

1.        Items not specifically mentioned in another section of the Addendum are Top Approval outside of the Forsaken and Awakening venues.
